"View Customer Item Instances" Menu Prompt in R12 is different from 11i (Doc ID 1581477.1)

"CSI HTML Menu With Backward Compatible CS Menu Items" (CSI_BC_CS_HTML_MENU) sub-menu was attached to the Customer Support responsibility in 11i and access to only the "View Customer Item Instances" menu prompt was allowed, all the rest being removed through menu exclusions.

After upgrading to 12.1.3 the same CSI_BC_CS_HTML_MENU Install Base sub-menu looks different as it displays three other menu prompts and the old "View Customer Item Instances" page is not accessible. Why?
