MTL Transaction Reasons Workflow - Cycle Count Create Tasks-different Lots Same Locator (Doc ID 1582096.1)

Symptoms

ACTUAL BEHAVIOR
---------------
MTL Transaction Reasons Workflow - Cycle Count create tasks for difference lots in the same locator

The transaction reason is define with the followings settings:

Name: XX Cancel Picking with cycle count
Workflow Name: MTL Transaction Reasons Workflow
Workflow Process: Cycle Count
Reason Type: Load

Example:

ITEM: X
LOCATOR: A
ONHAND: 10 units (3 --> Lot: L1 and 7 --> Lot: L2)

The picking task is for 3 units of the lot L1.
When I perfom the task, I go to the locator A, and I dont find the Item X, Lot L1, so I call Exception (F4) and create a Cycle Count.
The task of Cycle Count generated for the item X, locator A and Lots: L1 and L2.

I expect to generate a Cycle Count only for the lot L1 that I dont find in the locator.
This new SR is associate to the closed SR 3-7086236151.
It has been updated with the status "Resolved with solution" but the solution provided (patch application) didnt solve this issue.
I call to re-open the case, but it is still close.

EXPECTED BEHAVIOR

Client wants the cycle count to generate a task ONLY for the lot that was being picking when the exception is called
Not for all the lots for the same item in the same locator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Mobile Picking
2. Hits F4 (Exception)
3. Only one Task is generated for the Item, Lot and Locator --- i.e. not just for the specific LOT
4. CYCLE COUNT MOBILE-->
5. Both lots of the Item have to be counted because Cycle Count is for Item, Locator - and we cannot control this task to the Lot Level
