Asset Check Out Fails with Error ORA-01403 Due to User Not Having Person Assigned (Doc ID 1582904.1)

When doing an Asset Check Out and saving, the following error message is observed

ORA-01403: no data found in Package EAM_ASSET_OPERATION_TXN_PVT Procedure insert_txn

The issue can be reproduced at will with the following steps:
1. Maintenance Super user
2. Check out an asset
