ASN / ASBN Can Be Over Received Quantity_Received > Quantity_Shipped In RSL Although Over Receipt Tolerance Set to Reject

Symptoms
Find that after receiving ASBN container (using shipment number ) on Enter Receipts form duplicated receiving happened in the system
even though the over receipt tolerance is set to 0 / REJECT value.
In RCV_SHIPMENT_LINES table QUANTITY_RECEIVED is superior to QUANTITY_SHIPPED.
