ACTUAL BEHAVIOR
---------------
The Tax Additions Report duplicated the cost amount depending on how many assignments.

EXPECTED BEHAVIOR
-----------------------
The Tax Additions Report should not show duplicate cost amounts if multi-distributed.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the 'Tax Additions Report' from Other > Requests > Run for a TAX book.
2. Review for multi-distributed assets and compare to the 'Asset Additions Report'.

The issue has the following business impact:
Due to this issue, the 'Tax Additions Report' is unusable.
