Unable to cancel requisition line, Line does not show as cancelled

FND Log shows:

PO.PLSQL.POR_UTIL_PKGwithdraw_req 1 Leaving withdraw_req...

Expect line to be cancelled

The issue can be reproduced at will with the following steps:
1. Log into iProcurement.
2. Submit requisition containing multiple items.
3. Requisition tab - Cancel Requisition.
4. Select a line and proceed.
5. On Cancel Confirmation details no line appears
6. Check Requisition.  Line is not cancelled

The issue has the following business impact:
Due to this issue, users cannot cancel a requisition line
