Attachment Rule Attribute of Order Type incorrectly displays Line Types (Doc ID 1583379.1)

ACTUAL BEHAVIOR
---------------
At Attachment Addition Rule form, when select entity = Order Header and attribute = Order type,
the LOV shows line types .

When select entity = Order Line and attribute = Order Line ,
the LOV shows line types as expected.

EXPECTED BEHAVIOR

Expect to have LOV show order types, when Attachment Addition Rule form and select entity = Order Header and attribute = Order type,
the LOV shows line types

This behaves as expected on 11.5.10.2

STEPS

The issue can be reproduced at will with the following steps:
1. Nav: Setup > orders > attachements> document category
  Create category: Test Category

Nav: Setup> orders > Attachments > documents
Category: Test Category
Press Addition Rule Button
Entity: Order header
10 Attribute= Order Type, Attribute Value LOV has a line types (RMA Line, ship only, bill only line)

close/ reopen form.
Entity = Order Line
10 Attribute= Order Line, Attribute Value LOV has a line types (RMA Line, ship only, bill only line ) - same LOV for lines
