Symptoms

On : 12.0.6 version

When attempting to Copy an Item Instance in Oracle Installed Base application
the following error occurs.

ERROR
-----------------------
ORA-01843: not a valid month in Package CSI_PARTY_RELATIONSHIPS_PVT Procedure CREATE_INST_PARTY_ACCOUNT
then error changed to:

ORA-01861: literal does not match format string in Package CSI_PARTY_RELATIONSHIPS_PVT Procedure CREATE_INST_PARTY_ACCOUNT



NOTES
--------------
If user changes date format (ICX: Date format mask) from the environment default which is site level DD-MON-YYYY, the issue no longer occurs.
 


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.responsibility: SSWA Preferences responsibility > Preferences
2. Change Regional --> Date Format to dd-MM-yyyy and apply
3. Navigate to Responsibility Oracle Installed Base Agent User > Item Instances
4. Enter a valid instance number search and select "Update Instance" icon for that instance number
5. Select "Copy Item Instance" from Shortcuts Menu
6. Select Apply to create new item instance - error above will appear

Due to this issue, users cannot copy item instances
