R12 Upgrade From 11i: OEXOEORD Performance Issue When Item Is Not On Price List

On : 12.1.3 version, Pricing Engine

Find that after upgrading from to 12.1.3, the performance of entering a sales order line is very poor

The "Failed to resolve incompatibility between price lists (AL-00103) Duplicate Proce List Lines (i.e. equal precedence): ALLTEC Internal Price List and ALLTEC INTERNAL PRICE LIST EUR BACKUP" was displayed after 20 seconds for 11.5.10, while in CRP1DEV (the R12 instance), the message is displayed after abour 45 minutes.

The issue can be reproduced at will with the following steps:
1. Via OM Super User
2. Navigate Orders Returns, Sales Orders
3. Enter a sales order that has the price list entered on the order header, enter the sales order line for an item that does not exist on the header price list to kick off the big search

The issue has the following business impact:
Due to this issue, users cannot enter sales order lines in a timely manner.
