R12 Upgrade From 11i: OEXOEORD Performance Issue When Item Is Not On Price List (Doc ID 1583922.1)

Symptoms

On : 12.1.3 version, Pricing Engine

ACTUAL BEHAVIOR
---------------
Find that after upgrading from 11.5.10.2 to 12.1.3, the performance of entering a sales order line is very poor

EXPECTED BEHAVIOR
-----------------------
The "Failed to resolve incompatibility between price lists (<price list name>) Duplicate Price List Lines (i.e. equal precedence):  Price List 1 and  PRICE LIST 2" was displayed after 20 seconds for 11.5.10, while in CRP1DEV (the R12 instance), the message is displayed after about 45 minutes.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Via OM Super User
2. Navigate Orders Returns, Sales Orders
3. Enter a sales order that has the price list entered on the order header, enter the sales order line for an item that does not exist on the header price list to kick off the big search
