How Can an Attachment for a Qualification be Seen to The Approver on The Workflow Item?

Attachments are enabled in Employee Self Service, and an attachment is saved against the Employee's Qualification record, with approval enabled. However, the attachment is not visible to the Approver.
Can this be achieved and how?
