Symptoms

While upgrading E-Business Suite 12.1.1 to 12.1.3 by applying patch 9239090,
the patch fails while running US_ibysppmtlgrl_ldt with the following error message

Uploading from the data file apps/apps_st/appl/iby/12.0.0/patch/115/import/US/ibysppmtlgrl.ldt
Altering database NLS_LANGUAGE environment to AMERICAN
Dumping from LCT/LDT files (/apps/apps_st/appl/iby/12.0.0/patch/115/import/ibypmtlgrl.lct, /apps/apps_st/appl/iby/12.0.0/patch/115/import/US/ibysppmtlgrl.ldt) to staging tables
Dumping LCT file /apps/apps_st/appl/iby/12.0.0/patch/115/import/ibypmtlgrl.lct into FND_SEED_STAGE_CONFIG
Dumping LDT file /apps/apps_st/appl/iby/12.0.0/patch/115/import/US/ibysppmtlgrl.ldt into FND_SEED_STAGE_ENTITY
Dumped the batch (IBY_PMT_LOGICAL_GRP_RULE IBY_SEPA_GRPD , IBY_PMT_LOGICAL_GRP_RULE IBY_SEPA_SNGL_ST ) into FND_SEED_STAGE_ENTITY
