User Unable To Edit The Trade Offer (Doc ID 1584730.1)

User cannot edit Trade Offers. 

User has same roles, access and privileges as Setupuser but is unable to edit the Offer.  Both are associated to the same Admin Group.

While the Setupuser is able to edit this offer the other user  cannot.

From CRM Administrator responsibility ran the following.
 -Maintain Current Groups and Roles
 -Synchronize active group membership
 -Synchronize groups denorm.

From Trade Mangement Administrator ran AMS: Group access program but still the user cannot edit offers.
