Error 'The requester is not an active worker' When Trying to Create Requisition From OAF Page For Direct Item (Doc ID 1584902.1)

On : version, when attempting to create Purchase requisition for description based item through OAF page, Requisition Import program giving following error and it does not create purchase requisition (PR). The error occurs even if infact the requestor is a valid user. It was noticed that requestor the preparer_id is getting inserted with null value in PO_REQUISITIONS_INTERFACE_ALL


The requester is not an active worker

Cause: You entered a requester who is not a valid worker.
  Enter a requester who is a valid worker.
  Preparer is not an active worker
  Cause: You entered an inactive  worker as the preparer.
  Action: Enter an active worker  as the preparer.
  Action: Make the preparer an  active worker.


The issue can be reproduced at will with the following steps:
1. EAM Self Service
2. Create Work Order using description item material
3. Purchase Requisition not created
