ACTUAL BEHAVIOR
---------------
POR: Allow Unit Price Update for Catalog Items = Yes allows PRICE to be updated for quantity based requisition line.
In iProcurement, shopping cart AMOUNT field not editable for amount based non-catalog request.

EXPECTED BEHAVIOR
-----------------------
POR: Allow Unit Price Update for Catalog Items allows price only to be updated for amount based requisition line, not for quantity based requisition line
In iProcurement, shopping cart AMOUNT field is editable for amount based non-catalog request

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Non-Catalog Request (NCR) for a quantity based Line Type
2. Add to cart
3. The Amount field on the shopping cart page is editable.
