All Dates On CS HTML Are Incorrect When Selecting Time While DST Changes Occur

Symptoms
On : 12.1.3 version, Create Service Request
On Customer Support create service request page, while entering the dates when the DST changes occur for example 28-Oct-2012 between 2.00 am and 09.59 am, the following happens:
1. Warsaw DST is ended at 3:00 on 28-Oct-2012, but the offset still defaults GMT +02:00 after 3:00 on 28-Oct-2012.
2. All Dates on CS HTML would increase 1 hour if click 'Entitlement and Deadlines'tab when set user timezone to 'GMT +01:00 Warsaw'.
Steps to Replicate
The issue can be reproduced at will with the following steps:
1. Set user timezone as GMT+01:00 Warsaw
2. Enter the dates as 28-Oct-2012 between 02:00 am and 09:59 am.
The issue occurs.
