Receipt Workbench Issue: Overpayment Claim is not Created as Expected When Overpayment and Receipt are in Different Currencies (Doc ID 1585788.1)

Symptoms

When an overpayment in USD has been created against a customer invoice in CAD, the excess amount remained unapplied and did not create an OPM claim. Same for vice versa.
However, a CAD receipt for a CAD invoice works fine, as does a USD receipt for a USD invoice.

Either way underpayments are correctly making DED claims.

Create lockbox payment file where payment currency is in a different currency than the invoice against which the payment is being applied.
Process the payment through the standard lockbox import.

Though all configurations are set for creation of claims for over/underpayments, the excess receipt amount remains unapplied.
