Goal

The goal of this document is address the question: can users update the IBY_PAYMENT_REFERENCES.LAST_USED_REF_NUMBER?

BUSINESS REQUIREMENT:  Users need to be able to change the starting number of IBY_PAYMENTS_ALL.PAYMENT_REFERENCE_NUMBER when a new payment is created.  The payment numbers need to be in sequence, irrespective of the Payment Checks, ACH, Wire Payments or any other form of payments made to employees and vendors.
