Applicants are not Able to Register When Applicant Comes from Third Party Site or Home Site (Doc ID 1586041.1)

After applying Q3 patches, when potential candidates attempt to register in iRecruitment (from Monster or the Home site), the following error occurs:

The issue can be reproduced at will with the following steps:
1. Go to the iRecruitment site.
2. Select a job.
3. Register as a new user, and upon submitting the registration, the Java error occurs.
