ACTUAL BEHAVIOR
---------------------------
Allocate LPN and Loose does not follow sort criteria

According to:
Oracle® Warehouse Management
User's Guide
Release 12.1
Part No. E13433-07
Allocate LPN and Loose...
...sort criteria can be used to indicate that packed, or loose, material should be
preferred by the system.

It doesn't work.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to Pick Loose Material First and then Packed Material as requested and as per WMS Rule

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. See Sort Criteria 30 – Stock on-hand Packed Ascending – expectation is to Allocate Loose before LPNs
Define WMS Rule where Allocation Mode = Allocate LPN and Loose
2. Enable Rule and make it common to All Orgs
3. Assign WMS Rule to WMS Strategies
4. Assign Strategy to Rules Workbench
5. Run Generate All Rules concurrent request
6. Simulate Rule
There loose items in Locator XXXX and there is loose items in locator YYYY
However , it allocates LPNs first disregarding loose items at all , Why?
