Symptoms
1. Log into OTM and go to Configuration and Administration > User Configuration > Manager Layout
2. Type "SIMPLE ORDER RELEASE" in Manager Layout Name and click on Search button
3. Select the record and click on View/Edit button, the following error may be displayed.
"org.xml.sax.SAXParseException: Attribute "navigation" was already specified for element "gc3:manager_layout"."
