Using Patch Wizard, Getting Impact Analysis Reports for some Patches and Trying to Understand Why This Is Not Being Produced for Other Patches?

Goal
The note intends to assist quickly on this issue, as many SRs (Service Request) were created for this problem.
Currently reviewing Patch Wizard functionality in a test environment and have been getting the following warning message when running a Recommend/Analyze for a few patches e.g. 11895700_R12.FUN.B
No impact analysis appears to be getting produced. Why?
However, getting the impact analysis reports for other patches and are trying to understand why this is not being produced for all?
Example, the patch 16060007 is not a merged patch but an individual patch and therefore it should be bringing back an impact report, but did not report the impacts, why?
Investigated further, an impact report is produced for 16060007 after running the Recommended Patches and New Code levels process first, but one would not envision that this would be the desired functionality for Patch Wizard?
