When attempting to run the Generic Upgrade Mechanism: US Migrate Ethnic Origin Date to EIT
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Log into the HRMS Manager
2. Run the Generic Upgrade Mechanism
3. From the LOV select US Migrate Ethnic Origin Date to EIT
