New Item Request (NIR) Number Does NOT Show On New Items In R12, Worked In R11i

Symptoms
ACTUAL BEHAVIOR
Unable to easily track back to New item request (NIR) in R12 with PLM for items created in R11i.
WHAT IS WORKING
Works fine if item created in R12. But for R11i items, the NIR link is missing.
EXPECTED BEHAVIOR
Expect NIR # to show on item overview page.
STEPS
1. Navigate to Development manager->Item catalog->Create Engineering Item.
2. When click finish button, Item created
3. Add item to NIR
4. View item overview but Do NOT see NIR #.
* See NIR in R11i with same navigation
BUSINESS IMPACT
In R12, cannot track back to New item request (NIR) but had this feature in R11i.
