WebADI Excel Template, after Unprotecting Sheet, Does Not Retain "Text" Cell Format

Symptoms
After modifying the Excel Layout for General Ledger-Journals, Functional Actuals - Single by adding additional fields at header and an additional field at line levels, the excel template behavior has changed. After un-protecting the worksheet, the cell format does not retain its TEXT format, but changes all numeric characters to number format.
For instance, entering 003 becomes 3.
STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Desktop Integration Manager responsibility > Layouts: modify the Excel Layout for General Ledger-Journals, Functional Actuals - Single by adding additional fields at header and an additional field at line levels, note the excel template behavior has changed.
2. The earlier template in use did not include Journal Header or Line Description, and Oracle created Header information was defaulted in upon import. After import, the accountants had to manually update both Header and Line descriptive fields.
Since the new, revised template converts numeric characters to numbers and manually setting the excel cell formats is somehow over-riden, the accountants are forced to use the earlier template.
