Accrual Not Happening At First Month End From Anniversary (Doc ID 1588208.1)

On : 12.1.3 version, Personal Time Off Accruals

ACTUAL BEHAVIOR
---------------
Accrual not happening as first month end from anniversary

For Employee Number xxxx, Date Of Hire : 01-AUG-1999, Accrual not happening as 31-Aug-2012 (first end of month from anniversary) instead it is happening as on 01-Sep-2012. Accrual is correctly happening from 2nd month on wards without any issue.

However this issue is not consistent, for another employee who has hire date as on 17-Jan-2011, accrual is happening correctly as on 16-Feb-2012 (first month end from anniversary).

Checked for others employees and the issue is happening for few and working correctly for few employees.

Expect consistency in accrual carryover values/dates.

The issue can be reproduced at will with the following steps:

1. Run PTO Carryover process for people on hire date anniversary plan
