Can Tax Validation Be By-Passed When Geography Hierarchy is in Use? (Doc ID 1589079.1)

Goal

There are  2 kinds of customers populated in your system.

1. Canadian Operating Unit with correct addresses that fulfill validation of Geography Hierarchy - Tax Validation.
2. Different Countries, where tax is VAT based.  Canadian addresses are either not populated or with wrong values.

For example, one legacy source does not have the value of Province, so it is sending province value in STATE field.

By disabling the Geography Validation, it is possible to import the customers.
But, at the transaction entry, address validation is fired for tax usage and error:

System cannot determine geographical information for this location and  cannot derive a tax jurisdiction

Is it possible to have Geography Hierarchy - Tax Validation working only for the first type of Canadian customers?
