Delay in Seeing Workflow Notification in the User's Worklist, but Email Notification is Delivered in Normal Time Frame (Doc ID 1589118.1)

Using the Oracle Application Release 12.1.3
Issue only appears in the Worklist (Delay) that may possibly be caused by a Caching problem.

There is no error present.

What is working
There is no delay in Workflow Notification Emails.

Product and Version: 12.1.3 PRODUCTION
Platform: IBM AIX on POWER Systems (64-bit)
System Name: PROD

The issue can be reproduced at will with the following steps:
1. Submit Request for Approval.
2. Email is delivered right away.
3. Notification not showing up in Worklist for 15 minutes or more late.
