12.2.2 Upgrade Fails during Jtfescmig.sql (Doc ID 1589145.1)

Symptoms

Upgrading from 11.5.10.2 to 12.2.2. The 12.2.2 upgrade is running. jtfesmig.sql is failing with the following error:

sqlplus -s APPS/***** /<EBS_BASE>/fs1/EBSapps/appl/ad/12.0.0/patch/115/sql/adsqlwrapper.sql '/<EBS_BASE>/fs1/EBSapps/appl/jtf/12.0.0/patch/115/sql/jtfescmig.sql &un_jtf &batchsize 9 12'
