Customers Workbench: Update Contact Job Title Error - This Record in Table HZ_PARTIES Cannot Be Locked (Doc ID 1589734.1)

Release 12.1.3

Attempting to update the Job Title in Customer Contact screen and receive the following error:

This record in table HZ_PARTIES cannot be locked as it has been updated by another user.

The issue only occurs for a few customers.

Steps to Reproduce:
Responsibility:  Receivables
Navigation:  Customers > Customers
Query for account number
Click on Details icon for the account
Select the site number and click on Details icon
Select the Communication tab
Click on Details icon for the Contact Name
Change the Job Title from 'b/attnto/emailto' to 'b/attnto'
Click Apply
The error appears
