FSG is outputting blanks instead of zero for certain accounts (Doc ID 1589745.1)

Some rows for certain accounts are showing a blank instead of zero.
In the same report
account 80614 and 80640 show blank (instead of zeros)
while account 80480 and 80220
show zeros

Display zero is checked for these rows and all columns.


Two profile options have been created and set as follows:
(i)  Profile 'FSG: Allow Dummy Report'
     Go to "Application Developer" -> Profile -> create new profile with
         Name : RG_USE_DUMMY_REPORT
         Application : Application Report Generator
         User Profile Name : FSG: Allow Dummy Report
         Description : Allow Dummy Report
         Active Dates Start : 01/01/1951
         All check boxes should be checked.
         Save it.
        Go to "System Administrator" -> Profiles -> System -> Query all profiles with name starting as "FSG%".
        Go to profile "FSG: Allow Dummy Report" , enter proper value on a site level, save it.
        Proper values are :
        Y - allow dummy report to be created with all 0 when NO_DATA_FOUND (from bug 5694435
