FSG Is Outputting Blanks Instead of Zero for Certain Accounts (Doc ID 1589745.1)

Goal

Some rows for certain accounts are showing a blank instead of zero.
In the same report:
account XXXXX and XXXXX show blank (instead of zeros)
while account XXXXX and XXXXX
 show zeros

Display zero is checked for these rows and all columns.

Profiles:

Two profile options have been created and set as follows:
(i)  Profile 'FSG: Allow Dummy Report'
     Go to "Application Developer" -> Profile -> create new profile with
         Name : RG_USE_DUMMY_REPORT
         Application : Application Report Generator
         User Profile Name : FSG: Allow Dummy Report
         Description : Allow Dummy Report
         Active Dates Start : 01/01/1951
         All check boxes should be checked.
         Save it.

        Go to "System Administrator" -> Profiles -> System -> Query all profiles with name starting as "FSG%".
        Go to profile "FSG: Allow Dummy Report" , enter proper value on a site level, save it.
        Proper values are :
        Y - allow dummy report to be created with all 0 when NO_DATA_FOUND (from bug 5694435 )
        N - do not allow dummy report to be created, complete with warning;
        If profile "FSG: Allow Dummy Report" is not present, FSG works as for N.

Customer should also understand that "Display Zero" checkbox should be
checked for all columns, as all columns will get 0 values for all rows.


(ii) Profile  'FSG: Process No Activity Rows'
Go to "Application Developer" -> Profile -> create new profile with
      Name : RG_PROCESS_NO_ACTIVITY
      Application : Application Report Generator
      User Profile Name : FSG: Process No Activity Rows
      Description : FSG: Process No Activity Rows
      Active Dates Start : 01/01/1951
      All check boxes should be checked.
      Save it.
      Go to "System Administrator" -> Profiles -> System -> Query all  profiles with name starting as "FSG%".
      Go to profile "FSG: Process No Activity Rows" ,
      Enter proper value 'Y' at site level, save it.

       Proper values are :
       Y - Process rows with zero activity
       N - Do not process rows with zero activity
[can be used to improve performance i.e. rows with zero activity will not be processed]


Profile options are set as follows:
FSG: Allow Dummy Report   Y
FSG: Process No Activity Rows Y
