FNDLOAD Command Not Working Correctly For Form Personalizations

Symptoms
FNDLOAD command not working correctly for Form Personalization in R12 instance.
When trying to upload Form Personalization from one instance to another instance(R12) , the target instance is not getting uploaded all the sequences.
Using the below command to download and upload the Forms Personalizations where XXX and FFF = your ldt file name, YYY = the form name having personalizations and ZZZ= the function name having personalizations:
FNDLOAD apps/<APPS_PWD> 0 Y DOWNLOAD $FND_TOP/patch/115/import/affrmcus.lct XXX.ldt FND_FORM_CUSTOM_RULES form_name = 'YYYY'
and
FNDLOAD apps/$CLIENT_APPS_PWD 0 Y UPLOAD $FND_TOP/patch/115/import/affrmcus.lct XXX.ldt
Are also facing an issue, when trying the donwload/upload based on function_name like below:
FNDLOAD apps/<APPS_PWD> 0 Y DOWNLOAD $FND_TOP/patch/115/import/affrmcus.lct FFF.ldt FND_FORM_CUSTOM_RULES function_name = 'ZZZ'
and
FNDLOAD apps/<APPS_PWD> 0 Y UPLOAD $FND_TOP/patch/115/import/affrmcus.lct FFF.ldt.
