R12: Schedule Order concurrent not honouring "Schedule Line on Hold" system parameter

On : 12.1.3 version, Scheduling and Sourcing

Concurrent program "SCHORD module: Schedule Orders" does not honour
System Parameter setting "ONT_SCHEDULE_LINE_ON_HOLD".

If "ONT_SCHEDULE_LINE_ON_HOLD" = Yes, then the "Schedule Orders" concurrent program should
progress and schedule identified lines even considering these lines might be on Hold.

The issue can be reproduced at will with the following steps:
1. Set System Parameter, ONT_SCHEDULE_LINE_ON_HOLD (Schedule Line on Hold) = Yes
1. Enter order, with a single line (AutoSchedule = N)
2. Book the order
3. Place the order/line on a Hold
4. Now run "Schedule Orders" (SCHORD) concurrent
5. Order does NOT schedule and returns

Message :Could not schedule. Line on hold.
