Item Catalog Category Propagating Across Master Orgs Instead Of One Master Org (Doc ID 1590207.1)

Inventory --> Items --> Master Items
Define two item master orgs in the instance and create item using same item number in the two master orgs.
Update catalog category in one master org by going to tools --> Item Catalog.
Query the item in the different master org, you will see catalog category is updated in other master org too.

Goal

We have two item master orgs in our instance with different operating units. If we create same item number in the two master orgs and item description and everything else as two independent items however when we update Item catalog category catalog category is getting updated for both master orgs and subsequent organizations.

If we update catalog category in one master org it should update only in that org, not across item master orgs.

We have multiple item masters specifically to mitigate the duplicate items numbers issue in multiple business units. We don't have any issues with multiple item numbers other than the item catalog.

Issue is related to MTL_SYSTEM_ITEMS_B table, in that table ITEM_CATALOG_GROUP_ID column is not getting updated properly. 

When I change the catalog group on the item master form it updates ITEM_CATALOG_GROUP_ID in mtl_system_items_b table. The issue is update is happening based on item number (segment1 in our case) instead of INVENTORY_ITEM_ID.

The only reason why we choose to have multiple master orgs is to have ability to create same item with different attributes in different master orgs.

I could update description and all other attributes including the category as two different items in each master org separately, why can I do the same with item catalog?
