MFS Multi-Platform: Error “You are NOT Authorized To Use This Application"

Goal
User cannot login to MFS Multi-Platform with the following error
“Sorry, Login failed. You are NOT authorized to use this application"
In the log file of MMU:
Checking if user: xxxxx should be recreated.
Responsibility ID: 50715 Application ID: 513
No Language change for user: xxxxx
Check for profile value change CSM: Enable Multiple Platform for user: xxxxx
User Profile value: Y User Multi-Platform flag: N
Checking if user: xxxxx should be recreated due to Group/Owner/Role setting change.
Group ID: 0 Owner's User ID: 3746 Role ID: 0
No Group/Owner/Role Changes for user: xxxxx
Recreation of User: xxxxx due to change in user settings is postponed as there are unprocessed inQ/upload errors for this user
Checking if user: xxxxx should be updated by adding/dropping publications
User's Existing or New Publications: [JTM_HANDHELD, SERVICEP]
