Unable To Change Default Withholding Tax Code On Tax Distribution Withholding (Doc ID 1591969.1)

On : 12.1.3 version, Colombian Payables

Attempting to change a tax code and receive the following error:

FRM-40736: WHEN BUTTON PRESSED trigger raised unhandled exception ORA- 01403

Steps to Reproduce:
Responsibility: Oracle Payables - Colombia localization
Navigation: Invoices -> Entry -> Invoices
Query an invoice
Go to Distributions
Select the Recoverable Tax Line
Select Tools > Invoice Withholding Distributions

This form does not default the withholding tax type and name, so you cannot change the primary withholding tax code defaulted from the supplier withholding tax applicability form.

The problem occurs for all invoices.
There is no workaround.
The issue persists using Help-->diagnostics--> custom code off
