How To Create Route Revision When More Than One Route Revisions Records Are Processed: Error: Routing Revision Already Exists

BOM_RTG_REV_ALREADY_EXISTS: Routing Revision &REVISION already exists for the assembly item &ASSEMBLY_ITEM_NAME.
BOM_RTG_REV_START_DATE_INVALID: The start effective date &START_EFFECTIVE_DATE of revision &REVISION for an assembly item &ASSEMBLY_ITEM_NAME overlaps the start and disable dates of an existing revision.
While create route revision from standard interface by passing more than one route records with different revisions for one assembly, the time stamp is not considered even if we pass the correct value for effectivity date.
Routing Revision 0 already exists for the assembly item ABC123.
The start effective date 01-AUG-13 of revision 1 for an assembly item XXX overlaps the start and disable dates of an existing revision.
1)Trying to create route revision using standard interface by passing two revisions say rev 0 and rev 1 at a time for one assembly.
2) inserted the data into bom_op_routings_interface,MTL_RTG_ITEM_REVS_INTERFACE for both revision 0 and revision 1.
3)EFFECTIVITY_DATE is given as sysdate for MTL_RTG_ITEM_REVS_INTERFACE
4)running the standard route import.
5)New routing revision o is created but revision 1 is not getting imported and give the error message.
