Bank Account Priority Shows 10 Even Though There Are No Other Bank Accounts At Customer Site Level

When adding a new bank account to an existing customer, the account is created with priority 10 and this value can't be changed.

This is causing issues when creating payments for this customer, because the instrument selection is not working as expected.
