System Allows Loan Disbursement Amount to be More than the Loan Approved Amount

When creating adjustments on Direct Loans, the system allows the disbursed amount to be greater than the loan approved amount. The system will error, but allows the user to bypass the error.
Loan amount cannot be less than already disbursed amount
Steps to Reproduce:
Responsibility: Loan Agent
- Create a Direct Loan with Loan Amount = 10,000, Funded Amount = 5,000
- Add a negative adjustment to the Loan, for -3000. Loan Amount is now 7,000
- The system now allows a new disbursement to be added for 3000, which makes the total disbursed 8,000, which is more than the loan amount
