Changing Order Type On Existing Sales Order Is Causing Change To Order Number

When users are changing order type on a existing sales order (in entered status and with no order lines),
a new order is getting created and the old order is disappearing. 

This is giving an impression of the order getting deleted from the Order Management module and a new
order getting created.  The Business is confused with this functionality.

1. Is this standard functionality?  Does oracle create a new order whenever order type is changed on an
    order in entered status with no lines?
2. If two order types are using the same sequence and document category, and if they are interchanged,
    the expectation is order number will remain the same.
3. What code gets triggered when order type is changed? Please provide package and procedure name.
