Symptoms
Problem Summary
During the Configure the apps tier PATCH file system step of the clone, receive an error with prereqcheck.log file empty:
# adcfgclone.pl appsTier finish as follow
....
Check Clone Context logfile $COMMON_TOP/clone/bin/CloneContext_<timestamp>.log for details.
....
java oracle.apps.ad.clone.util.FMWOracleHomePreReqCheck
-prereqCheckFMW -e CONTEXT_FILE -stage CLONE_STAGE -log CLONE_LOG
where:
CONTEXT_FILE = Target application context file
CLONE_STAGE = staging location for Rapid Clone
ERROR: Failed to execute FMW pre-requisite check
ERROR: Failed to execute $COMMON_TOP/clone/bin/adclone.pl
Please check logfile.

Login as <root> user and then su to <applmgr_user> before executing the adcfgclone command.
