R12 HZ_CUST_ACCOUNT_SITE_V2PUB.UPDATE_CUST_SITE_USE Throws No Data Found Error (Doc ID 1594037.1)

Symptoms

 On : 12.1.3 version, APIs

When attempting to make a custom call to the API HZ_CUST_ACCOUNT_SITE_V2PUB.UPDATE_CUST_SITE_USE say for example, to update the Price list on the Customer Bill to, the following error occurs.

No Data Found


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make a call to the API HZ_CUST_ACCOUNT_SITE_V2PUB.UPDATE_CUST_SITE_USE
2. Observe that p_cust_site_use_rec.cust_acct_site_id (the input parameter to the API) is not mandatory when calling that API in "Update" mode
3. Not providing this value leads to the error.

The issue has the following business impact:
Due to this issue, users cannot execute the API correctly.

Changes

 This was working fine in 11i but not working in R12.1.x
