R12: Tax Type Memo Lines List of Values Missing from the Transaction Lines

Symptoms
You created a Tax Only Invoice.
The Memo Line defined for Type = TAX is missing in the List of Values.
The List of Values does show the data for other types like Line, Charge etc.
1. <Note 1569231.1> was used and steps completed.
2. The newly created Tax Type = Memo Line does not appear in the LOV.
