Business event "oracle.apps.ont.oip.statuschange.update" is not available in R 12.1.3, though the Technical Brief "Business Events in Oracle Order Management" states:

"Oracle.apps.ont.oip.statuschange.update is available on top of 12.1.3 and in 12.2.2, but not in R12.0.x, 11i."
