Editing a Competency in the Employee's Competence Profile

Symptoms
On : 12.1.3 version, Compentecies Setup in ALL instances.
When the competency profiles are updated such that the 'Proficiency Level', 'Date From' and 'Date To' are changed, then on saving the changes
and re querying the records, it is observed that System changes 'Date To' value so that the two records are continuous without any gaps.
This causes confusion to the users and also given incorrect interpretation of data.
STEPS
The issue can be reproduced at will with the following steps:
1. Create an employee and added a competency as below:
Competence Proficiency Level Date From Date To
-------------------------------- ---------------------- ------------------ -----------------
Core.People Motivation 1 - Novice 01-AUG-2011 31-JUL-2012
2. Next, the competency details to be updated as below:
Proficiency Level : From ‘1 – Novice’ to ‘4 – Proficient’
Date From: From 01-AUG-2011 to 30-AUG-2013
Date To: From 31-JUL-2012 to 29-AUG-2014.
The competency details will be as below:

3. Next, the records are to be re queried and find the records as below:

Core.People Motivation 1 - Novice 01-AUG-2011 29-AUG-2013
It can be observed that the end date of the first record which was '31-JUL-2012' has got defaulted to '29-AUG-2013' by the system.
Customer says that this gives an incorrect information as this means that the employee had that competency level till 29-AUG-2013 which is NOT true.
So, customer's expectation is that either system should leave the dates as expected by the user who is updating or if this is the expected functionality,
then there should be a message to the user that the end date will get changed so that there will be no gap or should NOT allow user to change the end dates
