When attempting to assign bank account to a Customer using IBY_FNDCPT_SETUP_PUB.Set_Payer_Instr_Assignment API the following error occurs.

The issue can be reproduced at will with the following steps:
1. Create custom code and invoke the IBY_FNDCPT_SETUP_PUB.Set_Payer_Instr_Assignment() to create payment instrument assignment
