Symptoms

You want to modify the definition for the LOOKUP_TYPE = RELATIONSHIP_TYPES but find that you are unable to do so.

Further investigation shows that this lookup type has CUSTOMIZATION_LEVEL set to E (Extensible).
Following is a description of the 3 CUSTOMIZATION_LEVELS available:

User: Users can enter and modify new lookup codes. Users can modify system supplied codes.
Extensible: Users can enter and modify new lookup codes. Users cannot modify system supplied codes.
System: Users cannot enter and modify new lookup codes. Users cannot modify system supplied codes.
