Symptoms

As per <Note: 1274354.1> an email address is a string of a subset of ASCII characters separated into two parts by an "@" (at sign), a "local-part" and a domain, that is, local-part@domain.
 
The local-part of the email address may use any of these ASCII characters:
 

However, when attempting to submit a purchase order for approval whether from the approve form or the Buyer Work Center (PBWC) and the email address contains one of the ASCII characters, the following error might occur:
