Why Does Update Benefits Enrollment Self-Service Page Ignore Set Enrollment Min/max Limitations? (Doc ID 1595613.1)

For the Disability Plan Type there are 6 plans under it with the enrollment max set at '4'.

The first 3 plans are assigned on default and the employee is automatically enrolled in them.
Effective Jan 1, 2019, the employee can now elect to enroll in 1 of the 3 new Supplemental Short term Disability Plans. But should not be able to select all.

When you are on the Update Benefits Enrollment page, the end-user can select all 6 plans under the Disability Plan Type; even though the enrollment max=4.

When the Next button is clicked, an error displays which basically says you can't enroll in more than the maximum allowed.

What is the expected functionality related to limitation set at plan type max?
