CREATEPO Does Not Create Purchase Orders In Other Operating Units For Global Contract Agreements

On : 12.1.3 version, Purchase Order

Buyer has created GCPA and enabled it for all operating units.
But the requisitions created in other operating units sourced to this Global Contract Purchase Agreement do not get converted to purchase orders

CREATEPO workflow can work in this case

The issue can be reproduced at will with the following steps:
1. Login as Purchasing responsibility
2. (N) Purchase order -> create Global Contract purchase agreement , and enable organization like
  requesting ou , purchasing ou , purchasing site
  A A supplier site
  B B supplier site

3. Requisitions created in the same operating unit as the GCPA get successfully converted to Standard Purchase Orders based on the Automatic Creation Allowed attribute in the CREATEPO workflow.
4. Requisitions created in another operating unit get sourced to the GCPA but do not get automatically converted to standard purchase orders. Instead, these requisitions are found in the buyers queue in the Buyer Work Center where they must be manually converted to standard purchase orders.
