Symptoms
When attempting to create work confirmation (WC) for the remaining amount/quantity/progress
the following error occurs.

Line 1, Pay Item 1: Total Requested/Delivered Quantity to date (1.0) cannot exceed Ordered (1.0) + Over-Receipt Tolerance (0.0)
Steps to reproduce:
1. Create Complex PO and approve it
2. Create WC for 80% (Prgress)
3. Create WC for the remaining 20%
4. Click Submit
5. Get error:
Line 1, Pay Item 1: Total Requested/Delivered Quantity to date (1.0) cannot exceed Ordered (1.0) + Over-Receipt Tolerance (0.0)
